Q. Why does the St Kilda Festival need to be reviewed?

The St Kilda Festival is produced by the City of Port Phillip. At an Ordinary Meeting of Council on June 22nd, councillors directed officers to undertake a review of the Festival.

In 2010 the Festival will turn 30. This is an ideal opportunity to take some time out to review the Festival and ensure it’s continuing to deliver maximum public value to the local community.

Q. What will be reviewed?

 

The scope of the review includes the following:

·       Does the St Kilda Festival deliver on this council’s strategic objectives and is it consistent with this Council’s policies?

·       Determine the net community impact and benefit, considering:

o    What are the benefits and to whom do they accrue?

o    What are the impacts and whom do they affect?

o    Consider any indirect costs to the community

·       Is the St Kilda Festival sustainable when measured in terms of cultural, social, economic and environmental outcomes?

·       Consider the impact on the image of St Kilda.

Q. Who’s involved in the review process?

In August, the City of Port Phillip appointed independent consultants to undertake the review. A number of governance arrangements have been established to guide the project, including the formation of a Reference Group which is comprised of diverse members of the community including residents, traders, councillors, and music representatives.

Q. When will the outcome of the review be known?

The final report is anticipated to be presented to Council in February 2010.

Q. Will the final report be made public?

Recommendations from the review and minutes of the Reference Group meetings will be available to the public at the conclusion of the review process in early 2010.
